TD7 Form Submission Transition to TFA

The Tax Department has announced a major change in the submission process of the Employer’s Return (TD7). Previously an annual requirement, the TD7 form will now be submitted on a monthly basis starting in 2025. This transition will occur in the first half of 2025, shifting the submission and payment process to the TAX FOR ALL (TFA) system.

Interim Measures Before Full TFA Integration

Until the TFA system fully integrates TD7 submission, the following transitional measures will be in place:

  • TD7 Submission for Years Up to 2023: Employers must continue submitting TD7 forms for tax years up to and including 2023 via TAXISnet.
  • Monthly TD7 Tax Payments (2023-2025): The payment of withheld taxes and contributions for 2023, 2024, and 2025 will still be processed through the Tax Portal.

Future TD7 Form Submission Requirements

Once the TFA system is fully operational, the following changes will take effect:

  • Exclusive Use of TFA: Employers must submit TD7 forms and make tax and contribution payments exclusively via the TFA platform.
  • Mandatory Monthly TD7 Submission: Starting January 2025, employers will be required to submit the TD7 form on a monthly basis.
  • Submission of All Monthly TD7 Forms: Employers must ensure all TD7 forms for 2025 are submitted, even if tax and contribution payments were previously processed through the Tax Portal.
  • Tax Identification Number (TIN) Requirement: All employees must possess a valid Tax Identification Number (TIN) for TD7 form submission.

Obtaining a Tax Identification Number (TIN)

To comply with the TIN requirement, employers must ensure that all employees are registered and possess a valid TIN. The registration and issuance of a TIN can be completed online through the Tax For All portal of the Tax Department.

Support and Training for Employers

To facilitate a smooth transition to the TFA system, the Tax Department will:

  • Publish Informative Guides outlining the new submission process.
  • Host Online Seminars to provide step-by-step assistance to businesses.
  • Announce the Official Implementation Date for TD7 submission and tax payment via TFA in a separate notification.
